AI Progress Urges Policymakers to Foster AI Innovation, Secure U.S. Leadership in AI

Washington, D.C. AI Progress, a coalition of AI leaders and innovators, submitted comments that highlight the existing flexibility within United States copyright law to address emerging technologies, including the rise of AI, and ensure that U.S. policy continues to foster innovation, economic prosperity, and global AI leadership.

In its response to the Office of Science and Technology Policy’s (OSTP) Request for Information (RFI) on an Artificial Intelligence Action Plan, the coalition highlights that existing U.S. copyright law — particularly the fair use doctrine — provides the necessary framework to support AI development without additional regulatory barriers, which could hinder advances in this promising technology.

The full RFI submitted by AI Progress — whose members include Amazon, Anthropic, Cohere, Google, Meta, Midjourney, Microsoft, and OpenAI — outlines key points, including:

  • AI is a foundational and transformative technology with the power to drive scientific discovery, strengthen national security, and generate new economic opportunities.
  • Policymakers should resist efforts to impose undue regulatory burdens on AI developers, particularly those that could hinder access to necessary training data.
  • The U.S. currently leads the world in AI development, thanks, in part, to existing U.S. copyright law and its robust fair use doctrine. 
  • Changes to existing U.S. copyright law would jeopardize U.S. leadership in AI. The forced disclosure of AI training datasets could compromise U.S. competitiveness and security, benefiting foreign competitors.
